Config keeps resetting after launch

[Forge 1.20.1] Every time the game is launched, the config is reset
I want to keep the Icons disabled, because they don't work with animated texture resource packs, but cannot

It's weirder than that. For reasons I haven't figured out, button icons will show up mid-session too. The config GUI will show they are still disabled. I have to toggle the config on and off again to actually disable them. I've only noticed this problem with button icons.

@QwertRvg have you tried using Forge Config Screens, it keeps the configs off.

I've noticed that by editing the config through the Config file does nothing
