Which is the first cut - affordability or trans?
Can/should there be a combined analysis, or sequential, etc.

weighting importance of trans over affordability

user stories:

  1. 6 neighs below rent threshold - 3 closest rents are farthest distances from key destinations
  2. 0 neighs below rent threshold - 3 lowest are very far away, next three are not much more expensive but much closer

ideas: give three responses to user:
3 best trans - MVP
3 best aff - MVP
3 best based on our internal algorithm
