Some aid sites are only open to certain populations, such as the community members living within an apartment complex or people who meet other criteria (Under 18, living with HIV). We need a more clear way to indicate this so that people don't seek aid in sites that they don't qualify to receive it.

this could end up being related to issue #223 - we can add service badges that indicate site restrictions as well, but we may want to explore how to differentiate these from more widely available site offerings i.e. "produce here"
There was conversation tonight about lumping this in with sites that have open hours by appointment only. Design definitely still needed - can those be shown the same way? And is it a separate entry on the legend (maybe patterned open/close boxes) or something that appears loud and clear on the popups?
