Update cost function to have higher cost for 0 and lower cost for ~20

^ avoids low wind scenario beautifully

^ (not shown in picture) goes through low wind scenario. Likely costing too much in the red/orange wind on the left, which was only 16-21. I believe this is more acceptable than going through 0, so we should update this.
