make warning about unassigned DNA optional when oxView view is open, and prevent when closed #1034

Right now on the dev branch, I'm getting that warning
"The following strands do not have complete DNA sequences assigned: ..."
even when the oxView view is closed:
It should only appear when the oxView view is open.
Also, there should be a Menu item "View-->DNA-->Warn about unassigned DNA" when exporting to oxView, that is checked by default but can be turned off if the user doesn't want to be annoyed by the popup.
Finally, the popup should tell the user about this menu item with the sentence "To silence this warning, uncheck View-->DNA-->Warn about unassigned DNA
