User added only after the first token message

It is a problem because the new user will get an error message already on his first usage.

If you set the environment variable INIT_BALANCE as a positive value, the problem will be resolved.

I see but it will be the same balance for all new users then. As suggestion, sometimes the Admin doesn't want the user see his own balance, only to show him a message when his balance is low. So would be nice to have the option to hide it and maybe set a message "low balance, please top up you account".
