Bug Description

Maximum harp tones in <1.10,
In 1.10-1.11, the default harp sound is used with a sound that does not exist in that version.

Steps to Reproduce

<1.12 to enter the 1.21.4 mackerel and play various note blocks

Expected Behavior

The scale should be converted correctly.

Additional Server Info

We also use Velocity, but I don't think it matters.

Checklist

Via plugins are only running on EITHER the backend servers (e.g. Paper) OR the proxy (e.g. Velocity), not on both.
I have included a ViaVersion dump.
If applicable, I have included a paste (not a screenshot) of the error.
I have tried a build from https://ci.viaversion.com/ and the issue still persists.
