Is your feature request related to a problem? Please describe.
The top progress bar in window 4 of both Manage Instrument and Settings currently looks like and behaves as an inactive button.
This is confusing.

Describe the solution you'd like
The behavior (cursor becoming a pointing finger) and the color schema (white on light blue) should be changed to make sure users do not confuse the top bar with a series of three buttons. The idea is that the three buttons should give the impression of a progress bar rather than buttons

A possible solution is to transform the shape of the buttons into arrows like the image below
