It seems like being independent of Surveyor in general is probably valuable, but that having a good way to do on-platform surveys is critical, so, a general proposal here might be that we can use survey.js surveys adhering to a format like these https://github.com/Watts-Lab/surveys/tree/main/src/surveys, and then render those on turk (with or without Crowd Elements or other infrastructure as needed.
For the purposes of the panel, I think it should be fine to use on-platform rendering because it gives us more flexibility around auto payment and qualifications.
Some open aspects of this are how we deal with quality challenges and any limitations of survey.js, but I think we can generalize those solutions in the surveys repo.
