Possible glossary "explanation" inconsistency

In Weblate 4.17 with glossary component I can add glossary entry from the glossary component "dashboard":

This is OK and I am immediately redirected to the translation unit for the glossary entry with additional form field for "explanation":

This is still OK and I am able to add additional explanation.

However I can also add glossary entry from the translation unit page:

The issue here is that the explanation from this modal dialog is added as "source string explanation" which is no longer editable by unprivileged users (even if they were the ones that added this glossary entry). And this explanation is a different field than the explanation that can be edited on the glossary entry detail page.

In my opinion the modal dialog should be creating the other "explanation" field. Does my reasoning make sense? Is this worthy a feature request or a bug report?
