Feature description and context

Bulk import (in StandardImport.java) is not importing Encounter measurement samplingProtocol and instead is just setting it to "" on the constructor. We just both support this field in bulk import as it is important for measurements as well as validate its allowed values defined in commonConfiguration.properties.
