Feature description and context

Legacy Wildbook Encounter sumission displayed the common name along side the species name. This pulled from commonConfiguration.properties and the commonName_X_ fields, which have a one-to-one correspondence and numbering with the genusSpecies_X_ fields.

Feature sign-off requirements

Common names appear next to the species names in the pulldown menu for React-based Encounter submission.
