MeshCentralRouter.exe does not handshake TLS 1.3 with a NGINX RPx

Hello,
As discussed with @si458 on the MeshCentral git channel #7112, I had to enable TLS v1.2 on my NGINX reverse proxy in order to MeshCentralRouter.exe to work as it is unable to negotiate higher standard despite having .Net Framework v4.8 installed (an d higher like .net runtime v8)
Probably the TLS version is explicit in the source code where it should let the OS choose.
