[FEAT.] : Launch Steam in Silent Mode

Problem

When Beat Saber is launched, it would be nice there was an option to launch Steam with the "-silent" argument so that the UI doesn't pop up, but instead it just runs in the background. Most of the time I just want to play Beat Saber without interacting with Steam.

Solution

An option in BSManager to launch Steam with "-silent" or possibly just a box to input any custom launch args for Steam, similar to the "Advanced Launch" for each Beat Saber instance.
