Allow setting a location for a Device - so all feed data is tagged with Location metadata

We'll have GPS eventually, but for a lot of WipperSnapper devices they are expected to be at static locations. We could improve the mapping potential of non-GPS wippersnapper devices by allowing users to configure a Latitude and Longitude on the Device Settings page (where sleep timer is set).

I have one on my bench at home right now. It's based on a PyPortal Titano, and I had to code it up from scratch using CircuitPython, the ESP32SPI library, and the adafruti_gps library, and IO_MQTT. It's been a nightmare to make it run remotely, because ESP32 and MQTT throw a lot of exceptions if the WiFi connection wonks out. And that makes the code crash back to the REPL. After a couple of months, it appears to be running semi-reliably now. I had to add a LOT of try/except code around all of the AIO publishing.

Wippersnapper would have been a lot easier.
