MWPW-151416 - [LocUI] skip URL validation Language tiles

We are only validating the URLs in the project configuration to avoid creation of project with bad URLs. We can assume the langstore URLs will be available based on the config being valid. I have updated the url component to make sure the url was validated before showing any errors.
