add `search_skills` as an MCP endpoint

 the tool accepts a natural-language query and returns a ranked list of relevant skills with name, description, and a relevance score. 

This is what agents use during auto-discovery - e.g. Claude can call `search_skills("convert a CSV to a formatted report")` and get back the most relevant options without listing everything.
