Change tag IDs for Multiplex runs to have the form BC### #2

Right now The tag IDs in the design chunk of the sample sheet looks like BC##. They should be BC###.
BC01 should be BC001 etc.

Maybe this is something that can be remediated from the tracking sheet. If yes, we can bring that up with Jessica and close this issue.
