for #451 merge request, sending animated webp are possibly store to user sticker storage but i still encountered an issue for storing gif to webp

I was finish my work for this using imagemagic library. Ready to ship.

thats good because i tested it in my work #451 and that works. but i have a future issue. for some reason, converted webp from gif have encountered an bit padding for no reason after saving it to device.
