Disable argument pre-processing from GNAT

If I've not lost track at some point, the only thing remaining is to add

Do_Argv_Expansion : Integer := 0;
pragma Export (C, Do_Argv_Expansion, "__gnat_do_argv_expansion");

somewhere, perhaps in Alire_Early_Elaboration, and crossing fingers.
