(883) Hide the create journey for non pension blocks in production #9982

This will allow us to choose which block types show up. It defaults to true in any non-production environment
This ensures that any unsupported content blocks are not shown.

This removes unsupported schemas from the
valid_schemasarray if the feature flag is not set (defaults totruein non-production environments). It also ensures that unsupported blocks are not listed on the frontend either.
