Bug located in Configure layout extension

Description of the bug

The shortcut created earlier than ver 20 is not working anymore. This is a back compatibility issue.

Steps To Reproduce

1, Create configure layout extension shortcut from ver 19
2, update to ver 20
3, click the shortcut
