Allow user to disable specific pluggable discovery tools

Describe the request

It would be cool to be able configure Arduino CLI so that it does not run the mdns-discovery pluggable discovery tool.

Describe the current behavior

When I start Arduino IDE, the mdns service starts simultaneously.

This feature causes trouble and traffic in our network.

We are not intending to use "network" protocol ports for OTA uploads.
