Release a new version

For those people trying to update typescript to latest version, aspect_rules_ts is a bottleneck because it mirrors typescript versions but releases a version every 2-3 months. Can we have more frequent github releases?

Hm, we should release at minimum every two weeks per the cron schedule in tag.yaml. The problem is that new TS version mirroring doesn't show as a semver-relevent change - we don't release on only "chores".
