Create "Era" table to hold historical space pledged and blockchain history size #1611

Description
We have been storing space pledged and blockchain history size on every block, but this is inefficient given that it only changes on very Era or 2016 blocks. We will need to create a table to hold this data in the indexer and update the UI to use this data.
