Problem

The workflow that creates our Version packages PRs is still broken (we still can't release D:).
The most recent attempt to fix this issue at least produced a new error message which seems like we need both pull-requests: write and contents: write permissions on this workflow:

creating pull request
Error: HttpError: Resource not accessible by integration
Error: Resource not accessible by integration

Add pull-requests: write permissions

Can't test this until we merge
