Migrate to something more modern for project management

We will migrate the project to something more modern for project management.

The goal is to:

1. Rely more on native tools and configuration over scripts
2. Reduce reliance on OS / distro vendors to provide a docker image with a particular python version.
3. Simplify management of docker images
4. Simplify project bootstrapping

• Migrate setup.py to pyproject.toml #148
• Use build to build the package #149
• Remove invalid images that don't actually build / exist #150
• relax requirement on exact version of simplejson #147
• Make the PR workflow test on each OS vendor #153
