Navigation controls in notification

Rather than having an overlay box that's just a little too big, getting in the way and needing to be moved around, could we have (the option to use) next and previous buttons tucked away in a persistent notification instead?

UX-wise I'd probably expect it to combine the existing "change mission number" and "open link" steps into one, as doing multiple steps in a notification can be clunky if it closes the notification drawer between each step. It might also be advantageous to count tapping the body of the notification itself as a next mission action, to make it easy to proceed.
