Error: UPGRADE FAILED: <whatever> has no deployed releases

if you get this error, you can use k8s to list the secrets resources and see the metadata helm left behind the last time it failed installing, which is why it isnt able to --upgrade. We should include this check in our deploy command and clear out whatever shit is in there first.

helm --atomic might help:

if set, upgrade process rolls back changes made in case of failed upgrade. The --wait flag will be set automatically if --atomic is used
