Require the take to pay a small fee to lock a swap

This is to prevent abusing the swap service and saving costs to maker.
Right now a taker just needs to subscribe to a swap, then the maker will commit an on-chain transaction.
To prevent that we will require the take to pay a small fee to lock the swap.
