Avoid repeating CLI property assignments when reloading extensions

The command-line arguments received when starting the editor are repeated when subsequently reloading the workflow, e.g. for updating extensions.

This might make sense for general editor flags such as scale or library paths, but we should consider whether it is reasonable for property assignments. In this case the CLI parameters will keep overriding any changes made to CLI-assigned properties on reload.
