Hosting images and other non-IIIF content

Figuring out a permanent solution to the issue of where documents and non-IIIF images will live strikes me as crucial at this stage of the project, especially with the concerns over linking to lesson plans. Storyblok seems to work fine for images but @hkemp2128 reported issues getting documents to work and current solution is a workaround at best.
