Description

In Brave Origin 1.94.83, brave://settings/clearBrowserData is missing content.
Related, brave://settings/privacy is blank on first launch. Requires relaunch to show the page.

Steps to reproduce

1. Install Brave Origin 1.94.83
2. Delete browsing data, access via any of file menu, keyboard shortcut, hamburger menu, or settings to invoke
3. Notice screen.

Verified STR from description.
Confirmed the "Clear browsing data" modal is not blank when accessed via the following methods:

• On macOS, clicking on "Brave Origin Beta" from top application menu > Delete Browsing Data
• Navigate to brave://settings/privacy > Delete browsing data
• Hamburger menu > Delete Browsing Data
• Opening a new tab and manually navigating to brave://settings/clearBrowserData
• Keyboard shortcut (on macOS this is Cmd + Shift + Delete)

Confirmed for both dark and light themes.
