[iOS] Navigation bar missing on Shred Site Data in Shields Panel

Description

Navigation bar is not being displayed on the detail view for Shred Site Data from the Shields Panel, preventing user from going back to main Shields panel. Swipe to dismiss from left-edge works, or closing and re-opening Shields panel as a workaround.

Steps to reproduce

1. Open Shields Panel
2. Expand Advanced controls
3. Tap Shred Site Data
