chore!: Bumps support of oci crate to 0.15 (#25)

Because we publicly expose the types from the oci-client crate, we need
to bump the version of this crate as well. While I was here, I also
bumped wit parser and wit component to pick up some of the new things
that are landing as part of the p3 work
