add capabilities for modeling tip gap

There is already some structure in place for this, but it's not usable yet.

Would need to create some dummy blade elements probably, or be smart about the indexing such that the gap could be assigned zero strength.

Would also need to turn off the wake-body interface stuff probably, or maybe just having a zero strength wake sheet from the dummy blade tip would suffice.
