In order to make sure we don't inadvertently make changes to the ODS spec which weren't approved by the ODS Board:

Add CODEOWNERS file specifying that normative changes to spec and ODS governance must be approved by ODS board
Update branch protection rules to force main changes to come through a PR with approval by a CODEOWNER
