env: add `CARAPACE_DESCRIPTION_LENGTH`

Descriptions are currently trimmed to a maximum lenght of 80 in the shell exports.
This should be configurable.

Proposed solution

Add env with with the maximum lenght.
Check if percentage is also possible (emote invocation might be in the way for that).
