Deploy the resoruces.

Would be nice to have two different environments - dev - prod

  • Docker to build the API
  • GitHub Actions to build the containers and publish them
  • Postgres DB
  • Ingress
  • Obsy (nice to have)

cc: @celestiaorg/devops please, feel free to take this one as anybody can do it
