Create a new alerter type using email protocol.

Steps:

Create a new alert class in https://github.com/certego/BuffaLogs/tree/main/buffalogs/impossible_travel/alerting
Adding the needed configuration on: https://github.com/certego/BuffaLogs/blob/main/config/buffalogs/alerting.json
Write tests
