Workflow for inclusion of new trait records from literature sources

Users should be able to:

1. download data entry form (workbook in XLSX format)
2. work on the data entry form
3. upload completed data entry form

These completed forms should be kept in the server for admin users to review and approve before including them in the database.
There should be an automatic check to ensure data is in the right format for automatic processing, and avoid duplicates.
