Prevent the scenario where a bunch of press goes out about this effort and people are paying attention, but then there is no viable plan to get it past Level 4 or 5, which is common for our industry regarding interoperability initiatives.

Whereas this particular Working Group may only be scoped to achieve one level, I believe that CESMII should be responsible to achieve up to Level 8 so would want to know what group will take over to continue the progress after the Working Group concludes.

The following steps are proposed as a generic Interoperability Technology Readiness Level, as adapted from NASA’s Technology Readiness Levels

Proposed Interoperability Technology Readiness Levels

  1. Problem Statement defined

  2. Market research completed and specification drafted

  3. Demonstration of capabilities through manual integrations and operations

  4. Demonstration of open source reference implementation in development environment

  5. Demonstration of interface using two applications from industrial software vendors

  6. Demonstration of interfaces within system comprised of four or more applications each representing different enterprise functions

  7. Demonstration of interface using two or more applications within an end user's environment

  8. Certifications awarded to three or more consumer applications and three or more producer applications

  9. Self-sustaining ecosystem of applications across multiple use-cases after commercial adoption achieves critical mass
