Currently the chipKIT Importer Plugin contains two components that should rather have their own plugins. Those are the Serial Monitor and the Pic32prog Controls. Those components are of course very useful when working with chipKIT projects but they are also useful outside chipKIT world and the user should not be forced to install the Importer plugin if they only want to have a Serial Monitor or the ability to invoke Pic32prog from the IDE.
The two mentioned components are actually connected - pic32prog disconnects the Serial Monitor in order to program the device. Thus, splitting them up into two separate plugins will most likely require creating a third plugin with some sort of serial port management. This plugin would facilitate sharing of serial ports between various independent components.
