deps android: Upgrade AGP to 9.3.3, Gradle to 9.5.0, Kotlin to 2.4.20

Flutter's recent change
https://github.com/flutter/flutter/pull/ 193813
made Android Gradle Plugin 9.1.1 the minimum. Flutter's Gradle plugin
is compiled against the AGP 9 DSL interfaces, so with our AGP 8.12.0
the build crashes while applying it:

  NoSuchMethodError: 'ApplicationDefaultConfig
    ApplicationExtension.getDefaultConfig()'
    at com.flutter.gradle.FlutterPlugin$Companion.configureAbiWithoutSplits

Move to the versions in Flutter's current app template, except for
AGP. The template has AGP 9.3.1, but lint in AGP 9.3.1 crashes when
Gradle runs on JDK 17, as it does in our CI:

  NoSuchMethodError: 'java.lang.Object java.util.List.removeLast()'

(`List.removeLast` is new in Java 21.) AGP 9.3.3 doesn't have that
problem. Flutter's minimums are AGP 9.1.1, Gradle 9.3.1, and Kotlin
Gradle plugin 2.4.10.

We keep `android.builtInKotlin=false` and `android.newDsl=false`, as
several plugins we depend on still apply the Kotlin Gradle plugin.
