* Bump to citus 13.0.0

* Add support for PostgreSQL 17 in version 13.0 matrix

* Remove support for EL7 and OL7 platforms in CI workflows and exclusion lists

* Add EL7 and OL7 exclusions for nightly and release in pg_exclude.yml

* Remove Ubuntu Bionic from CI workflows for nightly and package builds
