APPML installation instructions for Debian ARM64

Is there any instruction for a _dummy_ on how to fulfill the following declaration in the README?

_"APPML 1.12 is the most current generally available pre-packaged binary version of the library available for download for both Linux ..."_

Couldn't locate anything via apt (operator error?)
