Golang version 1.8.3 is making fail breaking the CI because import incompatibility

package math/bits: unrecognized import path "math/bits" (import path does not begin with hostname)

Go 1.9 has not issues with this. Also I would be nice to test with a newer golang version.

I updated the golang version but we still need to backup and update the repository.
