pdflatex time limit

There seem to be some rare cases where pdflatex loops and does not terminate. These processes remain on the server and consume CPU. We thus need to be build in a time limit. However, given complicated pictex scenarios, this limit should not be too low. maybe
we allow for different limits to be set in the tag - and to be activated semiautomagically.

This also seems true for the make.py and other subsequent Python Processes...

It also looks like sometimes there remains a collection of make.py processes which no longer are really needed. Looks like when the pdftex job crashes / is stopped this is not translated into aborting make.py (this is a separate activity in PHP). So we need a time limit in make.py and we need to forward the abort situations downstream into the execution pipeline.
