Autoreflagging SCVs with no major changes from 7 labs:

We want to autoreflgg SCVs that, since being flagged, were resubmitted, but with no changes to classification, evidence summary or condition name. We decided to do this only for the following 7 labs: LabCorp Genetics, CeGaT, Revvity, OMIM, Baylor Genetics, Counsyl, and Eurofins.

Based on June 2 Broad ClinGen Weekly meeting - this is a pretty high priority, we don't want to override valid submissions - do this as a one off first

Lower priority - set up a way to do this routinely, once PMIDs are added in as a significant difference between two submission
