`0.8.0-patatrack` branch

The 0.8.0-patatrack branch is currently based on the upstream 0.8.0-rc1 branch, with the following additions

• Avoid locking for atomic operation on simple types alpaka-group/alpaka#1453
• add type trait 'remove_restrict' alpaka-group/alpaka#1474
• Add the device type trait specialization for Events alpaka-group/alpaka#1479
